They are 100% random indeed. There is no way to rig the results using something like packet sending either as the results are determined server side, and the results are simply relayed to your browser to show you what the server determined your prize was.

If you still have your old account, you can sell the items on it (or the entire account) in the marketplace. If you sell it for LGG, you can then exchange said LGG for CN points.

What's like the rate for both ways?

Are you wanting to know the exchange rate between LGG and Neopets? I don't know. Currently, 200 LGG is $1. I don't know the "black market" value for Neopets items, but the people in the trade forum would gladly tell you I'm sure.

The rate between LGG and CN points is 1:1 for now.
