In theory. A webhosting site is simply a server connected to the internet. Every webhosting site should start on a hard drive (I'd imagine), the real trouble is creating the connection to that site, limited server space on a small scale, editing settings and overall quality.

Frankly I don't know the specifics. Seems more like a large-scale job over something done in a house.

Most certainly! If it weren't possible, there would be no webhosting sites.

It is completely possible. How secure/functional it is depends on his knowledge, specs, and other factors. More than likely unless he had a ton of money to spend on start up then he is lieing though (or just has a crappy sever he found)
