how to spam the fuck out of someone on gaia?
Some guy lost a bet with me in a casino on gaia and he ran away like a bitch
so i need tactic to get him to send me my winnings

Haha but seriously, hmmm... not sure. You could just repeatedly do it by hand, because otherwise you'll just run into a problem with captcha. You could ask him for his email address using another account, saying you're gonna email him a way to scam people at the casino or something like that, and then just email bomb him haha. Stuff like that, just think outside the box.

Report him as hacking your account. :|

Change a few things after you use a IP changer, gift two items to him, and change your IP back. :)

IP changer? lol. I think you mean a simple IP changing procedure. Or even simpler, using some sort of proxy/VPN/router.

Also the gift-and-implicate thing or whatever is a pretty outdated method and isn't really reliable anymore.

He could always try something unconventional like some 108 magic or something. But I don't know why I would even suggest that considering that's probably not likely for OP.
