Legit account, just has been investigated and I don't feel like waiting for it.

Offer in USD sent to another account, or USD via cash, or... just offer.

P.s. if you follow their steps to remove the limitation, the money is all yours, I just don't feel like doing it to a second account...

They're just the typical steps of removal, I do believe if you do one, it removes it completely the first time.

Obviously he is just saying he doesn't care enough to put forth the time or effort involved with getting it back. The idea is for someone with nothing better to do to buy it for less and make some profit. Why wouldn't someone do that?
